# Verified identifiers (from primary recorded documents) — fraud perpetrators

All items below are extracted directly from the recorded instruments (image + OCR) captured in
`09_fraud-case/docs`. These are **primary-source, court-admissible facts** — the strongest basis for
identifying the individuals and avoiding misidentification. Treat everything in the later OSINT
section as *leads to be verified against these anchors*.

## Notary (appears on ALL three parties' deeds)
- **John S. Hicks**, Washington notary **commission #194569**, commission expiration shown as
  **9-01-25** (one deed OCR'd "2/26/25" — likely OCR error; the seal reads 9-01-25).
- Same notary notarized all three fraudulent QCDs and the supporting notices — a central figure to
  verify (see OSINT: WA DOL notary check). If the commission is invalid or not issued to this person,
  that is a strong forgery/false-certification indicator.

## Key relationships / observations (from records)
- **Shroyer and Schermer share one address** (8406 6th Ave NW, Seattle 98117) — likely same household
  or co-actors; strong link for investigators.
- **All three used the identical sovereign-citizen "land-patent" template**, the **same notary
  (Hicks #194569)**, and filed in the same ~5-week window (02/24–05/02/2025) — a coordinated pattern.
- The named "original grantees" (**Amos Phinney**, **Marshall Blinn**, **David Franklin**) are real
  19th-century Whidbey Island/Puget Sound pioneers — the filers appear to have pulled genuine
  historical patent names from GLO records to lend false credibility. This is verifiable at BLM GLO.
- The recording addresses put all three in **King County (Seattle)** — so identity/asset checks
  (property, business entities, courts) should focus on **King County** plus the parcels they targeted
  in **Island County**.
