- Parcel: R32904-556-0660 (PID 665159), "Lot C, Short Plat 24-91" (V2 SP P335 AF#92001075), in Section 4, T29N R3E. Total assessor value ~$875,264.
- Owners of record: Thomas P. Wayne, Trustee and Lissa B. Wayne, Trustee (held in the Wayne family trust); mailing 4812 Lucy Ln, Langley, WA 98260.
- Clean chain: last conveyance Warranty Deed #4465689 (06/11/2019) from Berry Trustee → Wayne Trustee; 7 documents total, all legitimate. No stranger-grantor activity.
- Why involved: their parcel is classed WITHIN the affected cluster and sits in Section 4, which Schermer's fraudulent QCD #4583924 blankets ("Lots 3 and 4, and SW¼NW¼ of Section 4 … T29N R3E"). Whether the metes of Lot C overlap Schermer's claimed Section-4 lots is the same plat-overlay question the title examiner must confirm — but their property is inside the affected area and should be treated as clouded, same as the subjects and Neis.
- Name note: "Bartlett" in the fraudulent deeds is a legal citation ("Collins v. Bartlett, 44 Cal. 371 (1872)"), NOT a person. If Lissa's maiden/prior name is Bartlett, that is unrelated to the deeds' Bartlett citation. (Confidence: the Wayne trust ownership is VERIFIED from assessor data; any "Bartlett" identity link is owner-supplied and not needed for the case.)
2. Paul A. Neis & Stephanie Madsen-Neis — AFFECTED; brought the matter to the neighborhood
- Parcel: R32905-532-4810 (PID 604858), "Lot 7, Short Plat 82-33", Section 5, T29N R3E; assessor value ~$743,273; mailing 4856 Aquila Dr, Langley, WA 98260.
- Clean chain: legitimate BECU mortgage history (QCD #20031885 in 2001; multiple BECU deeds of trust; Substitution of Trustee #4588122, 07/11/2025). No stranger-grantor activity.
- Why involved: Section 5 is directly named in Schermer QCD #4583924 ("Lot 1 of Section 5, T29N R3E"); Neis's parcel is in the affected cluster alongside the subject parcels.
- Credit: Paul Neis identified the malicious filings and alerted neighbors, initiating the response that led to Island County Sheriff fraud case #26-I10572 (Det. Bo Miller) and the Auditor/Prosecutor LAR to quiet the deeds.
- Current case state (as known): matter is at the investigation stage — Sheriff case #26-I10572 open; LAR submitted via the Prosecutor (through Auditor Sheilah Crider) to quiet the two "INVALID DEED"-annotated QCDs; no Island County Superior Court case filed yet. Title companies are declining to insure transactions in the area until the deeds are cleared.
