Two documented, public connections tie the individually recorded deeds to a single operation: Gold Dust Title Company, LLC (governor Douglas Shroyer; a Langley, WA principal office; a website that markets a “land patent” model and a “title insurance bypass”), and its registered-agent law firm Ballard Law Group (partner John Scott Hicks, who shares the name of the notary on the deeds).
